Requirements

1.      More than 5 years of experience in ICT/IT/Software areas.

2.      BS in computer science or a similar major (electronics, communications, physics, mathematics, etc.).

3.      Experience in software design and development of others and history of similar career position. (At least 5 years-experience in a similar position or team lead).

4.      Ability to manage resources effectively, prioritize issues and work under pressure during busy periods to meet project objective and deadlines.

5.      Excellent interpersonal communication skills with a strong business focus. English language is a "Must"

Prepared to travel.

Highly Desirables:

1.      Possession of a relevant degree preferably in ICT or Telecommunications or Project management.

2.      Possession of relevant experiences preferably in ICT or Software Development or Project management.

Responsibilities

* Special Note: This is National Project and will be working on tender supervision team with Korean Company as well.

1.     Reporting to Project Manager and Chief Manager for day to day operation and progress status of Software Developments.

2.     Providing for Directs, controls, and manages all activities related to application software and database design, coding, installation, integration and testing.

3.     Providing for Management of design, purchase, installation, and testing related to server, OS, software architecture, storage, backup, and replication.

4.     Providing for Manages DB design, installation, testing, integration and interconnection between DBs of other major core systems.

5.     Collaborate with other departments or organizations to coordinate resources for the projects/support.

6.     Regular review and keep track of the project progress and related components of projects.

 

7.     Supervision on Hardware (Equipment/System) Design

·       Review, correct and approve for the Detailed installation design for the RFID sites (poles), the Vehicle Registration Offices, three (3) control centers, and main data center

·       Supervise on the Tag & tag printer design, purchase and start to supply.

·       Supervise on the Development and installation of C/S-based Vehicle/Tag Registration System and DB 

 

8.     Supervision on Software (Application/DB) Design

·       Supervise on the Development and installation of C/S-based Vehicle/Tag Registration System and DB

·       Establishment of a detailed conversion plan and procedure from the C/S vehicle registration system to the web-based vehicle registration system

·       Establish a plan and procedures for the restoration of the operation transition (C/S → Web-based Vehicle Registration System)

·       Requirement review and design for the Web-based Vehicle/Tag Registration System

·       Design for the RFID Data Collection System and DB

·       Design for CCTV Data Collection System and DB

·       Design for Illegal/Crime/Crackdown System and DB

 

9.     Software (Application/DB) Development (Coding)

·       Development of Application Algorithm. S/W module for the Web-Based Vehicle/Tag Registration System and DB

·       Development of Application Algorithm. S/W module for the RFID Data Collection System and DB

·       Development of Application Algorithm. S/W module for the CCTV Data Collection System and DB

·       Development of Application Algorithm. S/W module for the Illegal/Crime Crackdown System and DB

10.   Software (Application/DB Installation (Porting)

·       Installing Application programs and DB developed for web-based Vehicle/Tag Registration System

·       Installing Application programs and DB developed for RFID Data Collection System

·       Installing Application programs and DB developed for CCTV Data Collection System

·       Installing Application programs and DB developed for Illegal/Crime/Crackdown System

11.   Training & Handover

·       Supervise and review the training documents, training plan and training delivery on the use of the system for RTAD/local office operators

 

12.   Coordinate with Hardware (Equipment/System) Installation

·       Communication Network (MPT) Installation for 113 RFID Sites (223 Poles), Main Data Center, 3 Control Centers and 57 Vehicle Registration Offices

·       Contract for MPT colocation service for temporary Main Data Center operation in case of e-GIDC deployment delay

13.   Validation & Verification

·       Prepare and lead Validation & Verification for Unit Test, System Test, Integration test, Information Interlocking Test, UAT, Comprehensive Test, and Trial Test.

14.   Training & Handover

·       Supervise and review the training documents, training plan and training delivery on the use of the system for RTAD/local office operators

15.   Supervision on Project Completion (including Transfer Procedures)

·       Procedural planning for completion of project activities

16.   Ensure that  Mission and Vision, strategy and business plan are understood by all team members.

17.   Contribute to the success of  and assist in improving the overall project delivery and implementation.

18.   Undertake other duties as required.
