Requirements

1.     More than 10 years of experience in ICT/IT areas.

2.     Bachelor's degree or higher in a similar major.

3.     Experience in management of others and history of similar career position. (At least 5 years-experience in a similar management position or team lead or other ICT environment with Leadership skills).

4.     Ability to manage resources effectively, prioritize issues and work under pressure during busy periods to meet project objective and deadlines.

5.     In depth knowledge of ICT & IoT infrastructure, Server Virtualization, VDI, storage, backup, Internet and securities, malware/anti-spam, web control technologies with project planning, controlling, implementing, monitoring and managing skills.

6.     Excellent interpersonal communication skills with a strong business focus. English language is a "Must"

7.     Prepared to travel.

Highly Desirables:

1.     Possession of a relevant degree preferably in ICT or Telecommunications or Project management.

2.     Possession of relevant experiences preferably in ICT or Telecommunications or Project management.

3.     Possession of a current Myanmar Driver’s License with excellent traffic record.

Responsibilities

**Special Note: This is National Project and will be working on tender supervision team with Korean Company as well.**

1.      Reporting to Project Manager of Moon Engineering and Managing Director and Head of ICT for day to day operation and progress status of Project Management Office.

2.      Providing for General management for commanding and controlling supervisors and experts to deliver Supervision on the Projects and Tasks.

3.      Collaborate with other departments or organizations to coordinate resources for the projects/support.

4.      Check the performance of Project team members to ensure issues are resolved to the client’s satisfaction.

5.      Regular review and keep track of the project progress and related reports.

6.      Supervision on Hardware (Equipment/System) Design

·        Review, correct and approve for the Detailed installation design for 113 RFID sites (223 poles), 57 Vehicle Registration Offices, three (3) control centers, and main data center

·        Supervise on the Tag & tag printer design, purchase and start to supply. 

7.      Supervision on Software (Application/DB) Design

·        Supervise on the Development and installation of C/S-based Vehicle/Tag Registration System and DB

·        Establishment of a detailed conversion plan and procedure from the C/S vehicle registration system to the web-based vehicle registration system

·        Establish a plan and procedures for the restoration of the operation transition (C/S → Web-based Vehicle Registration System)

8.      Supervision on Software (Application/DB) Development (Coding), Installation (Porting), and Validation & Verification Test

·        Regular review and keep track of the project progress and related reports.

9.      Purchasing and Procurement

·        Detailed Plan Approval of Tag & tag printer design, Purchasing and Procurement of Equipment/System for the vehicles.

·        Detailed Plan Approval of Design, Purchasing and Procurement of Equipment/System for the 113 Sites (223 Poles)

·        Detailed Plan Approval of Design, Purchasing and Procurement of Equipment/System for the Main Data Center and 3 Control Centers

·        Detailed Plan Approval of Design, Purchasing and Procurement of Equipment/System for 57 Vehicle Registration Offices

·        Detailed Plan Approval of Design, Purchasing and Procurement of RFID/CCTV/Electrical Installation Material/Equipment for the 113 Sites (223 poles)

·        Detailed Plan Approval of Design, Purchasing and Procurement of Communication Network Installation Material/Equipment for 113 Sites (223 poles), 57 Vehicle Registration Offices, 3 Control Centers and Main Data Center

10.   Hardware (Equipment/System) Installation

·        Field Equipment/System Installation for 113 RFID Sites (223 Poles)

·        Equipment/System Installation for Main Data Center and 3 Control Centers

·        Equipment/System Installation for 57 Vehicle Registration Offices

·        Electrical Facility Installation for 113 RFID Sites (223 Poles)

·        Communication Network (MPT) Installation for 113 RFID Sites (223 Poles), Main Data Center, 3 Control Centers and 57 Vehicle Registration Offices

·        Investigation of related agencies to obtain permission and approval for installation of electrical and field facilities from the State, region, police, and associated agencies.

·        Contract for MPT colocation service for temporary Main Data Center operation in case of e-GIDC deployment delay

11.   Validation & Verification

·        Prepare and lead Validation & Verification for Unit Test, System Test, Integration test, Information Interlocking Test, UAT, Comprehensive Test, and Trial Test.

12.   Training & Handover

·        Supervise and review the training documents, training plan and training delivery on the use of the system for RTAD/local office operators

13.   Supervision on Project Completion (including Transfer Procedures)

·        Procedural planning for completion of project activities

14.   Ensure that Mission and Vision, strategy and business plan are understood by all team members.

15.   Contribute to the success of organization and assist in improving the overall project delivery and implementation.

16.   Undertake other duties as required.
